Job Summary:

The Health and Safety Specialist is responsible for assisting the facilities in Bakersfield California and Stamford Connecticut with ensuring that the company complies with all health and safety applicable regulations, mitigates potential liabilities, and helps avoid penalties, sanctions, or other legal punishment. Providing safety and health assistance to management, supervisors, employees, and collateral duty safety representatives.

The position is based in Bakersfield, California.

 

Key Responsibilities:

Health and safety

 

  • Have a strong working knowledge of the ContourGlobal Health & Safety Management System and its respective safe work practices, i.e., Permit to Work, Management of Change, and Contractor Safety etc.
  • Coach and mentor facility employee through engagement on proper safety behaviors, use of the ContourGlobal Management System and its respective expectations and through on-going participation of in Health & Safety activities i.e., inspection, incident investigation and visible felt leadership.
  • Verify job tasks are adequately reviewed prior to initiating work and when changes occur in the work environment or tasks requirements.
  • Ensure all Incidents and potential adverse events (i.e., Near Misses) are quickly communicated to Plant leadership and Health & Safety site/regional support.
  • Actively participate in Health & Safety activities not limited to routine inspection, incident investigation, and engagement with regulatory authorities and visible felt leadership with all persons (contractor and company employees) as a part of their routine work.
  • Enforce company H&S standards as well as environmental management plans when working with contractors in order to ensure a safe and healthy work site.

 

Main Duties

 

  • Assist the facility with ensuring that the company complies with all health and safety applicable regulations, mitigates potential liabilities, and helps avoid penalties, sanctions, or other legal punishment. The regulatory scope includes, but is not limited to local, state, and federal health & safety & NFPA rules and regulations.
  • Lead in the development, implementation, and review of policies, standards, and procedures to comply with applicable policies.
  • Perform weekly, monthly, quarterly, semi-annual, and annual required reporting activities.
  • Providing safety and health assistance to management, supervisors, employees, and collateral duty safety representatives.
  • Develop a top in class safety and health culture.
  • Developing and delivering customer training one-on-one, in groups, in classrooms, and via web-delivered media.
  • Maintain proactive lines of communication with all relevant decision makers and regional HSE to keep all parties informed of regulatory activities/status.
  • Provide regulatory oversight, leadership, and direction to personnel regarding the day-to-day compliance with permits and regulations.
  • Assist with developing budgets and managing expenses related to regulatory.
  • Interpret laws, regulations, and permit requirements, and assist the facility with staying abreast of the changing regulatory landscape to help management anticipate, shape, and comply with potential new requirements.
  • Coordinate and perform periodic plant audits to ensure that the applicable regulatory requirements are being met.
  • Provide professional interface with regulators and officials, including preparing for and coordinating inspections, responding to information requests, developing strategies, permit modifications and renewals, and reviewing routine compliance.
  • Work closely with all departments and employees to contribute technical and regulatory expertise necessary for optimal operation and management of prepare periodic reports as required.
  • Participate in incident investigations, root cause analysis, and corrective action.
  • Provide coaching, assistance, and tools to all levels of the business to promote and drive a safe working environment for all employees.
  • Manage contractors and/or vendors related to regulatory.
  • Conducting incident reports and entering reports and findings into safety management systems.
  • Performing safety audits, inspections, and evaluations to identify potential hazards and implement corrective actions in accordance with regulatory requirements.
  • Providing specialty safety services and assessments addressing requirements that include ergonomics and industrial hygiene.
  • Providing outreach to agency employees, promoting safety awareness throughout the organization.
  • Investigating complaints and reports of unsafe or unhealthful working conditions; provide recommendations for abatement action; and verify completion of abatement action.
  • Maintaining recordkeeping for injury/illness cases in accordance with Cal-OSHA and OSHA requirements.
  • Familiarity with Cal-OSHA and OSHA regulations.
  • Other health and safety duties as assigned.

Qualifications and Skills:

  • Associates or undergraduate degree (or equivalent experience) in relevant program area and some specialization in the relevant fields, preferred.
  • A minimum of 4 years’ experience in the health and safety Field, preferably in the power industry, preferred.
  • Familiarity with Cal-OSHA and OSHA regulations.
  • Be able to communicate clearly and efficiently with individuals at different levels throughout the organization.
  • Excellent interpersonal skills and a record of consensus building among internal and external parties.
  • Ability to review regulations, decipher them, and be able to pinpoint applicable regulatory requirements.
  • Ability to communicate the applicable regulatory requirements in a way individuals at all levels of the organization can clearly understand the requirements and what needs to be done to comply.
  • Project management skills.
  • Ability to work independently and as a team member, to set priorities and to respond to changing demands from multiple sources.
  • Perform and manage multiple tasks in an industrial environment and to promptly identify and analyze complex compliance risks.
  • Computer literate, with expert-level knowledge of MS Word and Excel.
  • High level of commitment to excellence in regulatory performance and compliance.
  • Strong oral and written communication skills as well as good planning and organizational skills.
  • Maintain a valid driver's license. Driving on company business is a requirement of this position
  • Overnight and short-term travel on company business is an expected part of this position, 25% travel to other facilities and off-site activities.
  • Must be able to perform repetitive and non-repetitive physical duties. Requires lifting, pushing, pulling, stretching, bending, climbing, working in awkward positions, and lifting 25 lbs.

 

This position reports to the Plant Manager.

 

Travel Requirements – This position will require occasional business trips.

 

Salary range for this position is $118,000.00 - $123,000.00.
