Procurement Officer

Job Summary: 

The successful candidate will support in implementing procurement process in line with the company's procedures, the Law on Procurement RA and other legal acts, including receipt of purchase requests, preparation of purchase orders, bidding documents for open tenders, quotations and single source selection, drafting of contracts and submission of contracts for final approval. Based in Goris, Armenia.

Job Summary: 

The successful candidate will support in implementing procurement process in line with the company's procedures, the Law on Procurement RA and other legal acts, including receipt of purchase requests, preparation of purchase orders, bidding documents for open tenders, quotations and single source selection, drafting of contracts and submission of contracts for final approval. Based in Goris, Armenia.

Key Responsibilities: 

  • Bear responsibility for the efficient, timely and economic procurement of goods and services needed for the company; 

  • Create procurement documents (purchase orders, contracts, delivery notes) with due care in accordance with the procurement policies and procedures; 

  • Oversee adherence to contractual agreements, recommends amendments and extensions of contracts, and advises concerned parties on contractual rights and obligations;

  • Produce documents for the procurement tenders (also for public); 

  • Source and engage reliable suppliers and vendors; 

  • Negotiate with suppliers and vendors to secure advantageous terms; 

  • Responsible to source, negotiate and purchase materials from both local and oversea vendors; 

  • Participate in evaluating vendor’s quotation to ensure that they are in line with the technical and commercial specifications required; 

  • Evaluate supplier performance based on quality standards, delivery time & best prices and ensure all the criteria are met according to the organizational requirements and expectation; 

  • Build and maintain long-term relationships with vendors and suppliers; 

  • Create purchase orders and organizing and confirming delivery of goods and services; 

  • Promote a culture of long-term saving on procurement costs and create relevant reports; 

  • In charge of daily operational purchasing needs such as planning, issuing and following up on Purchase Orders delivery and deadlines; 

  • Resolve supply, quality, service and invoicing issues with vendors;

  • Perform and/or deliver other corporate reporting activities as needed.

Qualifications and Skills: 

  • Bachelor’s degree in Business, Economics, Supply chain management, Law, or a related field;

  • At least 3 years of work experience; 

  • Knowledge of RA legislation on procurement; 

  • Knowledge of legal acts, regulating procurement process; 

  • Fluency in English is a must; 

  • Proficiency in Microsoft Office, purchasing software/tools, experience of working with SAP is desirable; 

  • Excellent verbal and written communication and negotiation skills; 

  • High attention to details. 

  • Willingness to relocate to Goris, Armenia.

 

Travel Requirements – This position will require occasional business trips.
