Job Summary

The Health, Safety, and Environment (HSE) Officer is responsible for implementing, monitoring, and promoting the Company's Health, Safety, Environmental and Quality (HSEQ) management system to ensure a safe, healthy, and environmentally responsible workplace. The role supports compliance with applicable legislation, industry standards, and Company policies while fostering a proactive safety culture across power plant operation. The time distribution is as follows:

  1. Health and safety – 70%
  2. Environment Management – 15%
  3. Quality management – 15%

Responsibilities:

In his/her quality of HSE Officer the Employee shall have the following responsibilities:

  • Ensure that company HSEQ standards and procedures are fully understood and followed at the workplaces through regular awareness (safety induction, supervision, toolbox talks, etc) for employees, visitors and contractor
  • Develop and implement monthly HSEQ training and awareness plan covering all employees, departments, onsite contractors and other stakeholders.
  • Ensure that all work activities conducted at workplaces are done in compliance to HSEQ requirements and procedures.
  • Develop and implement Integrated Management System internal audits and inspection program.
  • Compile and submit accurate HSEQ data and reports on ContourGlobal HSEQ online database (Velocity EHS), government and other stakeholders (i.e. Lenders).
  • Responsible for developing action plans follow to ensure its implementation for all identified deviations, non-conformities, employee safety concerns and hazards identified
  • Collect data, compile and analyse HSEQ statistics in a timely manner
  • Coordinate zero injury program by ensuring identification of hazards, reporting, investigation and tacking/trending of HSE incidents.
  • Be an advocate of continuous improvement tools like 5 whys and lessons learnt by creating awareness and active participation
  • Conduct regular risk assessment for key operations, processes, activities, projects and functions, submit risk assessment report.
  • Arrange and conduct emergency drills as per emergency drill schedule. Inspect safety and emergency equipment regularly.
  • Ensure that all HSE communications and alerts are translated into local language for dissemination.
  • Act as site custodian of all HSE documentation ensuring document storage and version control procedures are effective and identifying improvements in reporting.
  • Identify and develop a register of all applicable local and international HSEQ legislations and conduct quarterly evaluation sessions to confirm KivuWatt compliance level.  

Qualifications:

  • Bachelor degree in Engineering, health and safety, environmental studies/chemistry
  • Minimum of 3–5 years of experience in Health, Safety, Environmental & Quality management, preferably in a power plant, or other industrial environment.
  • Experience implementing and maintaining HSE management systems for example ISO.
  • Practical experience conducting workplace inspections, risk assessments, training, incident investigations and safety audits.
  • Experience managing contractor safety and monitoring compliance with HSE requirements.
  • Knowledge of emergency preparedness and response procedures.
  • Professional training in HSEQ will be an added advantage
  • Possession of a masters degree in any HSEQ field will be an added advantage
